Municipal Council
Municipal Councilors are directly elected by the electors of their municipality or city, for a term of six years starting from the first Monday in December following their election.
The Municipal Council meets when required by the matters within their authority. It meets no less than ten times per year.
Its meetings take place on the first Thursday of each month, except in July and August, at 8 pm in the Council Room place Jean Jaurès 1 • 4040 Herstal.
The councils’ work is prepared, in close-door sessions, by eight permanent commissions: one for the department of the Mayor and one for each of the seven Aldermen’s departments.
Each Municipal Councilor is a member by full right in all of the commissions.
The Municipal Council is convened by the Municipal College.
The Municipal College also sets the agenda.
The Council is the local legislative body. By the code of local democracy and decentralization, it is in charge of regulating all that is in the municipal interest.
It is the legislative power, the local parliament.
The locations, days, hours, and agendas of the Municipal Council meetings are brought to public knowledge by posting in City Hall at least seven full days before the day of the meeting.

Following the elections of October 2006, the composition of the Municipal Council of Herstal, with 33 members, is divided between:

Theoretically equipped with an absolute majority, the PS (Socialist Party) instead decided to form a majority with EPH/cdH (Together for Herstal/Humanistic Democratic Center), allowing the latter to be comprised of 26 out of 33 seats.
